Debates on the establishment of the National Better Regulation Council - Session T-12, "Regulatory Impact Assessment", the XIII April Conference, Higher School of Economics

April 5, 2012 in the frames of the XIII April international Academic Conference on Economic and Social Development hosted by Higher School of Economics, during session T-12 "Regulatory Impact Assessment" an updated version of the concept of the National Council for the improvement of legal regulation of business and investment activities under President office (or - Better Regualtion Council) was presented.
The first round of discussions devoted to Russian BR Council took place in Higher School of Economics under the auspices of the "Strategy 2020" expert group №4 "Strengthening market institutions" on March 21, 2012.
The key speakers Artem Karapetov and Daniel Tsygankov participated in the design of the draft law on the BR Council and workout of his concept. Its main points in English; also see related full-text materials in Russian (separate web-site).
BR Council's Model is an alternative one to existed practice of Russian Ministry of Economy ( Regulatory Impact Assessment Dep). With the establishment the new oversight body, nested under President office, Russia would be much closer to international best practice - RIA by itself cannot be the only policy in the framework of national Better Regulation strategy. Russian BR Council can be developed to the core element of smart regulation system and will provide high quality of RIAs for selected "economically significant" law drafts/existing regulations, related on evidence-based data, by embedding of the end users. Ministry of Economy can concentrate on flow RIAs for other legislation.
HSE vice-rector Andrei Yakovlev chaired the meeting. The director of the Economic Policy and Competitiveness Office (Russian Union of Industrialists and Entrepreneurs) Marina Glukhova, vice-president of "Mobile TeleSystems OJSC" Ruslan Ibragimov, the dean of the Law Faculty (HSE) Eugene Salygin, Head of the Administrative Work Department (Center for Strategic Research) Vladimur Yuzhakov, Head of the Far Eastern Scientific Center, a member of the Public Chamber of Russia Nina Polichka, Head of CEFC Elena Dobrolyubova, the project leader in RIA Center (HSE) Alexander Belyaev and other experts from Moscow and other regions took part in 2-hours discussion.
